Sen. Lauch Faircloth, R-N.C., plans to place an "indefinite hold" on the nomination vote for Labor Secretary-designate Alexis Herman until President Clinton withdraws his executive order saying federal agencies should bar contracts with companies found not to have "satisfactory" labor and employment practices, according to a Faircloth spokesman.

In addition, Faircloth will seek to add language to the Labor-HHS appropriations bill that would revoke any funding used to enforce the executive order, the spokesman said.

But Democrats may try to force a Senate vote Thursday on Herman's nomination following consideration of the chemical weapons convention legislation.

Administration sources today indicated the White House would not actively lobby to block a Republican amendment to the emergency supplemental bill, but would try to arrange a meeting with Republicans to explain the executive order.
