The Agriculture Department has selected Keith Jackson to be associate chief information officer. Anne F. Thomson Reed, USDA CIO, announced the selection on Feb. 22. In his new position, Jackson will be in charge of USDA's telecommunications services and operations. Prior to this position, Jackson served as director of regional services management at the General Services Administration's Federal Technology Service.
Francis P. Pandolfi has left his position as chief operating officer for the U.S. Forest Service. Pandolfi's responsibilities as the agency's first COO included overseeing the accountability of agency managers and reforming systems to provide accurate and timely financial information. Phil Janik will assume Pandolfi's responsibilities. Janik was formerly the deputy chief for state and private forestry.
Carla Liberatore has been named to the ranks of the Senior Executive Service and has been promoted to executive director of the Operational Assessment and Programming Office for the Defense Logistics Agency's Defense Contract Management Command (DCMC). In her new role, Liberatore serves as the principal adviser to the DCMC commander.
Charles A. Hunnicutt is leaving his position as assistant secretary for aviation and international affairs at the Transportation Department. Hunnicutt will rejoin the Washington office of Robins, Kaplan, Miller & Ciresi, a Minnesota-based law firm.
Ufo Eric-Atuanya has joined the Commerce Department as senior adviser to the Secretary. Eric-Atuanya previously served as principal counsel to Rep. Charles B. Rangel, D-N.Y., on the House Ways and Means Committee.
Daryl Richard has left his post as director of communications for the Senior Executives Association, the professional association for career federal executives. He will be replaced by Sandra Ordonez.
