THE FEDERAL DIARY--"Some of the 30,000 federal workers fired for economic reasons in the last four years could wind up back on the payroll--eligible for day-care benefits and transportation subsidies--under the new White House program requiring federal agencies to hire welfare recipients" (The Washington Post).

ACCOUNTING--Congress will ask GAO to audit the financial ledgers at the White House to account for how official activities are organized and how they are financed. Overall, the Executive Office of the President will employ 1,015 full-time staffers in fiscal 1998 (The Washington Post, A21).

LEAVE POLICY--Sen. Robert G. Torricelli (D-NJ), has extended benefits of the family-leave law to gay members of his staff (The Washington Post, A21).

CPI PANEL--President Clinton has abandoned the idea of establishing an independent panel to reduce the COLA adjustments for Social Security and other federal benefits (The Washington Post, A1).

CHANGING WORKFORCE--As many as 1 million employees who used to get pensions and health insurance now are self-employed contractors (USA TODAY).
